Is the energy rescue package any clearer?

The Sunday papers have today been full of comments about Gordon Brown's energy rescue package and the fact that many of those he suggested would get help now appear to be off the radar. We have also seen a situation where a government department, which is in place to advice people about what they can claim, has been telling people that Gordon Brown got it wrong when he suggested that all pensioners would receive the financial assistance in question. Aside from the fact it was not cash in hand or a discount on bills, this has caused even more harm to the government's cause.

Many pensioners are now allowing their minds to wander through to the winter months with a growing number unsure how they are going to pay their gas and electricity bills. The government has promised a substantial increase in the winter payment program in the event of a 'cold snap' but this may be too late for many by the time the money trickles through.

It seems as though the recent £1 billion package was made up of much spin and very little substance, not to mention the fact that Gordon Brown promised payments to many in society who are not actually eligible - begging the question as to who drew up the plans?
